Building the future

The Miss Sacramento County Scholarship Program is a non-profit corporation affiliated with the Miss America Organization. Our purpose is to instill in the young women of our community the principle of hard work, growth and persistence that merit one’s success in life.

The Miss Sacramento County committee consists of volunteers throughout the Sacramento region that donate their time to work with young women to develop their poise, public speaking ability, interview skills and talent. Our committee consist of lawyers, CEOs, dance teachers, models, recording artists and former competitors in the Miss America Organization.

The Miss Sacramento County committee consists of volunteers throughout the Sacramento, Placer, Yolo & El Dorado area whose only pay is seeing the success of our contestants.
Tay Winslow

Taylor Winslow

Executive Director

Tay grew up in Lakeport, California but has called Sacramento her home since 2009. She attended California State University, Sacramento, earning both her bachelor’s and master’s degrees in Economics. During her year as Miss Sacramento County, Tay’s platform was “Volunteerism” and her talent was playing the electric guitar. She is now currently working on her PhD in Education, and has been as a professor of economics and mathematics at Jessup University since 2017. Before teaching at Jessup, Tay worked in the CalPERS Investment Office where her economic and statistical research assisted her team in worldwide government bond trading.

Tay has competed in over 20 pageants during her pageant career.

While not working or studying, Tay enjoys spending time with her wonderful husband and son, acting in community theatre, singing, playing and writing music, pageant coaching, makeup artistry, tutoring, and loving on her two dogs.

Natalie Quilici

Production Manager/Choreographer

Natalie Quilici is a Bay Area native who has dedicated her life to service. After spending 5 years working at San Jose State’s Peer Mentor Program where she facilitated seamless transitions for First Year and Transfer students, she produced San Jose’s first Site-Specific Dance Concert right in the heart of downtown San Jose. She volunteered with San Jose’s Chamber of Commerce in their community mentorship program and wrote grants for San Jose Jazz Festival before moving to the Sacramento Area and finding her home among several various theatre non-profits. She is excited to join Miss Sacramento, first as a choreographer and then as their “Volunteer of the year” in 2022. She is passionate about empowering young adults and nurturing them into their best selves, focusing on highlighting individual strengths and developing areas of opportunity through self-awareness. She is so honored to serve as a committee member for Miss Sacramento County!

Lolita Vasquez

Lolita Vasquez

Business & Web Development

Lolita has over 20 years of nonprofit experience, accumulated from her directorial involvement with high school bands, drum corps, and other performing arts organizations.

Lolita is an entrepreneur, owning and managing teams for four businesses that mirror her creative and adventurous spirit: Image Society Photography, Capture Create Studios, and Squeeze Apples Web Studios. She is also the Creative Director for California’s Wedding Society Magazine and on the boards of Wedding Professionals Network of California and Midtown LeTip in Sacramento, CA.

Lolita is also a pageant queen, having competed in multiple pageants in the last five years and is the official photographer for Miss California MAO.

Lolita is a musician, lover of cats, travel, the expression of love, and pasta.
