In 1950, the Sacramento Junior Chamber of Commerce applied for and was awarded a local franchise of the Miss California Pageant, the state finals for the Miss America Pageant.  The first Miss Sacramento County Pageant was held that same year.  The Jaycees continued to act as sponsors of the Miss Sacramento County Program until 1974.

The Miss Sacramento County Scholarship Association, Inc. was founded and incorporated in 1974 by three members of the Jaycees.  Their purpose for founding the Association was to create an autonomous volunteer community organization to organize each year's Miss Sacramento County Pageant and to raise scholarship money to award their participants.
